The Clerk and the Deputy clerk were in attendance.
 
The Mayor welcomed everyone to the meeting and opened the public session at 7.30pm.  
 
Cllr Dr Byrd, as an SKDC councillor informed that the bin collections are changing for efficiency reasons.   
 
It was RESOLVED unanimously to open the meeting at 7.31pm. 
 
61. Chairman’s Welcome and Introductions
The Chairman welcomed members to the meeting and held a minute silence for Cllr Ms Collins who sadly passed away last week.    Cllr Ms Collins had been a councillor for many years and will be very much missed. 
 
62. To note apologies and accept valid reason for Absence 
There were apologies for absence from Cllr Neilson and Cllr Wey.
 
63. Declarations of Interest under the Localism Act 2011 
There were no declarations of interest. 
 
64.  Acceptance of the minutes of a meeting held on 9 July 2025 and the extraordinary meeting on 30 July 2025 
Cllr Broughton asked members if they were to accept the minutes of the meeting of 9 July and 30 July 2025.  It was RESOLVED unanimously to accept the notes of the meetings as a true and accurate record.   The Chairman signed the minutes.
 
65.  Reports: Including reports from Committees: Planning and Highways, Deepings Neighbourhood plan, Amenities and Open Spaces, Finance and Personnel, Mayor’s diary and the Clerk’s report.
 
Planning & Highways
Cllr Dr Byrd reported that three residents had attended the last meeting and raised their concerns regarding the number of barbers in the Deepings, housing proposals in the Deepings and the number of accidents taking place on Godsey Lane.  
Cllr Mrs Sked informed that the park-keepers had kindly cleared some weeds in the centre of Deeping.
Deepings Neighbourhood Plan (DNP)
 
Cllr Dr Byrd informed that separate responses from DNP and Market Deeping Town Council had been sent to SKDC’s consultation regarding their draft Local Plan Regulation 18.  
 
Cllr Dr Byrd informed that the DNP are looking for new members and asked if there is anyone interested or if they know of anyone interested in joining the group they should contact her.
 
Amenities and Open Spaces
Cllr Broughton informed that an AOS meeting had taken place this evening and was delighted to inform that the Town Council had took ownership of Cherry Tree Park. 
 
Finance and Personnel
The Finance and Personnel Committee had no items to discuss. A minor amendment was needed to the minutes as these were slightly confusing.

Committee Response

The end of year reports for 2024/25 have been received back from PKF Littlejohn to be audited. The Notice of Public rights has been displayed in the noticeboard and on our website.All documents have been uploaded to our website.

The transfer of Charter Avenue land from Persimmon and SKDC is progressing.

The transfer of Cherry Tree Park from SKDC to MDTC completed on 10 September 2025.

Councillor Hughes, Cllr Mrs Steel, Cllr Piper and the Clerk attended meetings to help organise The Funday Sunday which was held on 13 July 2025 between 12 and 5pm.The sun shone and an enjoyable day was had by all.A meeting will be held in September to decide whether the event will take place next year.

Cllr Mrs Steel and Cllr Hughes informed members that the event is going from strength to strength and would like the Funday Sunday to take place next year.

Quotes have been obtained to repair and improve play equipment at Charter Ave and Cherry tree park following the recent RoSPA play safety reports.

A planning application has been submitted by MDTC to SKDC for permission to replace the clock.This was necessary because the new clock is taller than the one it is replacing.

Road closure requests have been submitted to LCC for the Remembrance parade (9.11.25) and Christmas market (30.11.25).

A Civic Service is being organised for Sunday 28 September at St Guthlacs Church.

Planning permission has been obtained for permission to carry out work on trees following the arboriculturist’s report.

The Mayor and Deputy Mayor visited the MADCAPS playscheme, which is sponsored by MDTC and were very impressed with the activities provided for the children.

A response was submitted on 27.08.25 to South Kesteven District Council’s consultation on the draft local plan regulation 18.

Details of a PPG meeting to be held at 2pm on 17.10.25

Cllr Dr Byrd confirmed that she would attend on behalf of the Council.  The PPG had requested that any questions from the Town Council should be received prior to the meeting on 17.10.25.  Councillors to forward any questions to the Town Clerk prior to the 17.10.25.

67.  Council Finances
a)  For members to receive and accept income and expenditure by cost centre to 31.08.25 
Members had received a copy of the Council Finances and Omega report prior to the meeting. Cllr Broughton asked if there were any questions.  There were none.
 
b) For members to review and accept accounts to be paid for September 2025
It was RESOLVED that the council pay its bills for September 2025.  See appendix A. 
 
c) For members to review and accept Council Finances to 31.08.25
Members had no comments and accepted the report. 
 
d) For members to review and accept the internal auditor’s report for June and July 2025
Members had no comments and accepted the report. 
 
e) For members to review and accept detailed income and expenditure to 31.08.25 
Members had no comments and accepted the report.
 
68. For members to ratify the decision of Planning and Highways to purchase 3 solar speed devices (PB)  
 It was RESOLVED unanimously to purchase three solar speed devices and the installation poles.  The locations, based on the recommendations from Lincolnshire County Council were agreed at the Planning and Highways Committee.  Two of the devices will replace the existing devices on Stamford Road and Halfleet and these will be relocated to Godsey Lane either side of the mini roundabout near Poundstretcher. 
 
69. For members to review and accept the conclusion of External auditor’s report for 2024/25 
It was RESOLVED unanimously to accept the conclusion of the external auditor’s report for 2024/25. 
 
70. For members to appoint a member to represent MDTC on the Market Deeping Relief in Need and Feoffees committee
It was RESOLVED unanimously to appoint Cllr Dr Byrd to represent MDTC on the Market Deeping Relief in Need and Feoffees committee.  
 
 
71. For members to consider the following: 
 
a. Purchase of new play equipment for Charter Avenue and Cherry Tree Park.  It was RESOLVED unanimously to purchase the new play equipment for Charter Avenue and Cherry Tree Park. 
b. Maintenance work to John Eve Park following RoSPA report.  It was RESOLVED unanimously to carry out the maintenance work on John Eve Park following the RoSPA report. 
 
72. For members to consider quotes for a new kitchen in the Town Hall (DJ) 
 
Cllr Mrs Jones had received two quotes for a new kitchen in the Town Hall.  It was RESOLVED unanimously to accept one of the quotes and proceed with the installation of a new kitchen and microwave.
 
73. For members to consider a survey for residents regarding the Deepings Practice (PS) 
 
A draft survey produced by DSJPC and Cllr Steel had been circulated to Councillors prior to the meeting.  Cllr Mrs Steel reported that the purpose of the survey is to gage the experience local residents have had with the Deepings Practice.  Should councillors wish to make any amendments or suggestions to the draft survey please forward these to the Town Clerk within the next week.  Cllr Steel will review any suggestions with DSJPC. 
 
74. For members to consider arrangement for forthcoming events: 
Civic Service – Sunday 28 September 2025
Remembrance events – Members were reminded that remembrance events will be taking place in November.  The road closure request has been submitted to LCC.
Christmas Market – Sunday 30 November 2025 – Applications have been issued and applications are being returned.   The road closure request has been submitted to LCC.  
Civic Dinner will be held on Friday 27 March 2026 at the Black Horse, Baston 
 
75. For members to consider and discuss any points raised in the public session
There were no members of the public in attendance. 
 
76. Personnel Matters:  Consideration to go into Closed Session to discuss: Staff Issues
There were none.
