Draft Minutes of the meeting of Market Deeping Town Council

Held on Wednesday 11 June 2025 at 7.30pm

At the Town Hall, Market Deeping

The Clerk and the Deputy clerk were in attendance.
 
The Mayor welcomed everyone to the meeting and the Open Session commenced.  
 
The Chair of Governor from The Deepings School attended the meeting and informed that the school is now run by a community council which includes 12 members and meets 4 times a year.  There are specific groups which cover various issues who meet 2/3 meetings per term.  The Chair of Governors invited councillors to contact the school should they be interested in joining the community council.
 
The school is looking to build on the 6th form and improve the communication and reputation of the school within the community.   
 
Cllr Hughes arrived at 7.45.
 
Cllr Dr Byrd as an SKDC councillor reported that she had attended a consultation exercise regarding the local government reorganisation.   SKDC are also in the process of appointing an interim monitoring officer and a number of complex planning applications are being considered by SKDC planning.
 
There being no further business the public session was closed.  
 
24. Chairman’s Welcome and Introductions
The Chairman welcomed members to the meeting at 7.50pm. 
 
25. To note apologies and accept valid reason for Absence 
There were apologies for absence from Cllr Miss Collins, Cllr Guerge, Cllr Ms Reed, Cllr Mrs Sked and Cllr Wey.
 
26. Declarations of Interest under the Localism Act 2011 
There were no declarations of interest. 
 
27.  Acceptance of the minutes of a meeting held on 14 May 2025 
Cllr Broughton asked members if they were to accept the minutes of the meeting of 14 May 2025.  It was RESOLVED unanimously to accept the notes of the meeting as a true and accurate record.   The Chairman signed the minutes.
 
28.  Reports: Including reports from Committees: Planning and Highways, Deepings Neighbourhood plan, Mayor’s diary and the Clerk’s report.
 
Planning & Highways
Cllr Dr Byrd informed that the Town Council’s response to Peterborough City Council’s draft local plan consultation had been submitted and a copy of the response is on the Town Hall’s noticeboard.  Cllr Dr Byrd had also received copies of responses from other consultees for information. 
 
The land transfer paperwork regarding Charter Avenue is yet to be received and will be followed up by the Town Clerk.
 
Deepings Neighbourhood Plan (DNP)
Deepings Neighbourhood Plan group are due to meet next Monday and an update will be reported at the next Full Council meeting. 
 
Amenities and Open Spaces
Cllr Broughton asked if there were any questions regarding the Amenities and Open Spaces minutes of 14 May and there were none.

The end of year reports for 2024/25 have been sent to PKF Littlejohn to be audited. The Notice of Public rights has been displayed in the noticeboard and on our website.All documents have been uploaded to our website.

The transfer of land from Persimmon and SKDC is progressing.

Councillor Hughes, Cllr Mrs Steel and the Clerk have been attending meetings to help organise The Funday Sunday which is being held on 13 July 2025 between 12 and 5pm.

DSJ PC requested tombola prizes for the FDSD stall. 

Help from Councillors in the afternoon would be much appreciated.

A tentative request has been made to SKDC for UKSP funding for improvements to the Town Hall office kitchen has been made by Cllr Mrs Jones.

The Clerk and Cllr Mrs Jones are attending an emergency planning exercise in Horncastle on 17 June 2025.

Walking the footpaths took place on 9 June.It was well received and complimentary comments were left on Facebook.It was suggested that another one should be organised for September.

The hanging baskets in the centre of town look lovely.

Neighbourhood Policing Survey – Request for the Town Council to consider what are the council’s 3 concerns that they would wish the police to prioritise for the next 3 months in Market Deeping.

Members agreed that the 3 priorities that they would like the police to address in Market Deeping are: -

  • Drug dealing
  • Speeding
  • Violence against girls and women.

Members were also asked how safe they feel in Market Deeping (1) being not safe (10) being safe.  It was agreed 9.

30.  Council Finances
a)  Income and expenditure by cost centre
Members had received a copy of the Council Finances and Omega report prior to the meeting. Cllr Broughton asked if there were any questions.  There were none.
 
b) Accounts to be paid June 2025
It was RESOLVED that the council pay its bills for June 2025.  See appendix A. 
 
c) For members to review Council Finances to 31.5.25
Members had no comments and accepted the report. 
 
d) For members to receive and accept the internal auditor’s report for April 2025
Members had no comments and accepted the report. 
 
e) For members to review detailed income and expenditure to 31.05.25 
Members had no comments and accepted the report.
 
g) For members to review Ear Marked Reserves
Members had no comment accepted the report. 
Cllr Dr Byrd suggested that consideration should be given to investing in some land for the community.  It was agreed that this would be discussed at the next Finance and Personnel Committee meeting.
 
31. For members to consider DPI requirements and complete DPI forms – PB 
A copy of the DPI forms had been issued for completion by councillors prior to the meeting.  Cllr Dr Byrd explained that DPI forms are a legal requirement and gave examples of information that should be included when completing the forms.     
 
32. For members to review representation on or work with external bodies and arrangements for reporting back 
Cllr Miss Collins represents the Deepings Youth Group, the Feoffes and for Mary Scotney      Alms Houses. 
 
Cllr Dr Byrd represents the Council on the Deepings Neighbourhood Planning group, the Deepings Community Trust, The Coronation Hall Committee and the Deepings Community library.
 
Cllr Broughton is a Trustee for Feoffes, Coronation Hall Committee, Royal British Legion, Mary Scotney Alms Houses and the emergency planning group.
 
Cllr Mrs. Jones represents the Deepings Neighbourhood Plan, the Deepings Business Community and the emergency planning group.
 
Cllr Hanson represents the Coronation Hall and Rotary.
 
Cllr Neilson represents the Council on the Citizen’s Advice meetings.
 
Cllr Hughes represents the Council at the Funday Sunday meetings.
 
Cllr Steele represents the Council at the Funday Sunday meetings and the Police forum.
 
Cllr Piper represents the Council at the Funday Sunday meetings, the emergency planning group and the Police forum.
 
Cllr Guerge is on the emergency planning group.
 
33. For members to consider allocation of precepted amounts to the Youth Group and play scheme 
The Youth Group had requested a grant of £6,000.  It was RESOLVED unanimously to grant £3,000 to the Youth Group.   
With regards to the play scheme request for a grant of £3,000, members would like to invite a representative to attend the next Full Council meeting to provide further details and an overview of how the grant would be spent if granted by the Council.  Members would also like this information prior to the meeting.  The Town Clerk would contact the group.
 
34. For members to reconsider the size of the clock to purchase 
It was RESOLVED unanimously to purchase the larger clock overall size 4500mm.
 
35. For members to consider the management of the allotments 
Details from the National Allotment Society was circulated to members prior to the meeting.  It was agreed to discuss the management of the allotments at the next Amenities and Open Spaces Committee meeting.  The general consensus was that the management should be run by an association with a couple of councillors attending meetings.    
 
36. For members to consider cemetery fees for 2025/26   
It was RESOLVED unanimously to keep the cemetery fees the same as 2024/25 with the exception of the Sanctum fees which would be reviewed and considered at the next Town Hall and Cemetery Committee meeting.  Cllr Mrs Steel would explore costings and report back. 
 
37. For members to discuss forthcoming events: 
Funday Sunday 13 July 2025 – arrangements are going well 
Christmas Market 30 November 2025 – Applications have been issued and enquiries are being received
Civic Dinner will be held on Friday 27 March 2026 at the Black Horse, Baston 
Civic Service (date tbc) 
 
38. For members to discuss and consider any points raised in the public session
Members had no comments. 
 
39. Personnel Matters:  Consideration to go into Closed Session to discuss: Staff Issues
There were none.
 
40. To consider items for inclusion on the agenda for next meeting of the Town Council, to be held at The Town Hall, Market Deeping on 9 July 2025.
 
There was none at this time.
 
 
The Chairman thanked all members for attending and declared the meeting closed at 8.55pm.  The next scheduled meeting of the Full Council will be held on Wednesday 9 July 2025.
