Market Deeping Town Council - Finance and Personnel Committee

Recommendations made at a meeting of Market Deeping Town Council’s Finance and Personnel Committee held on Wednesday 11th January 6.30 pm at The Town Hall, Market Deeping.  

Cllr Broughton presided over Cllr Shelton and Cllr Brookes.  

The meeting was not quorate as only 2 Councillors out of 4 Committee chairs were present.  

Cllr Broughton decided to make recommendations to Council only as the meeting was not quorate.

The Clerk was also in attendance.  

No members of the public attended.

40. Chairman’s Welcome

Cllr Broughton welcomed everyone to the meeting at 6.30 pm

41. Apologies for Absence

There were apologies for absence from Cllr Lester and Cllr Miss Collins. 

42. Declarations of Interest

There were no declarations of interest. 

43. Notes of minutes from the Finance & Personnel Committee meeting 30 November 2022.

 It was recommended to accept the minutes of the meeting as a true and accurate record. 

Cllr Broughton signed the minutes as Chair.

Members had received a copy of the report prior to the meeting.

46. Omega report - Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting. Cllr Broughton asked members if there were any comments on the Omega report there were none.

47. For members to consider Precept planning 2023/24 from all committees and Admin budget

The Councillors present discussed at length the Precept figures for 2023/24 and recommended that the figures were presented to Full Council for approval. 

48. For members to consider the financial statement to accompany Council tax bills

A discussion took place and regarding the statement to accompany 2023/23 Council tax bills.  The protected outturn figures for 2022/23 were agreed as acceptable.
  
The major items of expenditure for inclusion on the financial statement to accompany Council tax bills for 2023/24 were agreed as:

Deepings Library £6,000
Deepings Youth Centre £6,000
Playscheme £3,000
Purchase of cemetery land £4,500
Grass cutting (est.) - £4,000
Christmas tree placement and Christmas Lights (lease) -£7,500

It was agreed to recommend that acceptance of the financial statement be recommended to Council.

49. For members to consider the pension contributions for WYPF for next 3 years

It was recommended to make pension contributions of the following amounts:

31.3.24 – 23.9%
31.3.25 – 25.2%
31.3.26 – 26.6% 

50. For members to receive reports from the internal auditor

The clerk had issued members with copies of the reports prior to the meeting.  Sample transactions audited had all been handled correctly and members were satisfied with the reports.  Cllr Broughton asked members if there were any questions and there were none.  

51. Personnel – Consideration to go into Closed Session. To include:

52. To consider items for inclusion on the agenda for the next meeting of Finance and personnel committee, to be held at The Town Hall Chambers on 22 March 2023 at 7.00pm.

The Chairman thanked all members for their attendance and declared the meeting closed at 7.00 pm.            

The next Finance and Personnel committee meeting is scheduled for Wednesday 22 March 2023 at 7.00 pm, in the Town Hall.
