Market Deeping Town Council - Amenities and Open Spaces Committee

Minutes of a meeting held on Wednesday 13 July 2022 at 6.45 at the John Eve Field, Market Deeping.

Cllr Broughton presided over Cllr Lester and Cllr Shelton.

The Clerk was also in attendance.

15.   Chairman’s Welcome

Cllr Broughton welcomed members to the meeting at 6.45pm.  

16.   Apologies for absence 

There were apologies for absence from Cllr Mrs Redshaw and Cllr Miss Collins.

17.   Declarations of Interest under the Localism Act 2011   

There were no declarations of interest.

18.   Minutes of a meeting held on 18th May 2022

It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record of the meeting. The Chairman signed the minutes.

19.   Clerk’s Report and update on work of parkkeepers

Members had received a copy of the report prior to the meeting.

John Eve field

  • The Glebe field was used for a car boot sale on Sunday 12 June.

 

  • The remedial work on the BMX track will be carried out shortly and was postponed due to expected extreme weather.

 

  • The remote-control grass cutter is significantly reducing the time taken to cut the grass around the BMX track particularly.  It took 1 hour 40 minutes and this can sometimes take as long as a week.

 

  • The vandal proof basketball net has arrived and will be erected shortly

 

  • There has been significant damage to the playground flooring which will require professional attention (photos forwarded and added as Agenda item)

Town centre

  • The planters and hanging baskets in the Town Centre are looking beautiful

 

Clerk’s report

  • Trainee Park keeper. 

 

An advert will shortly be placed for a trainee in the Advertiser and Job Centre.  It is hoped that an enthusiastic school leaver will apply for the post.

 

  • Public toilets

A visit to Bourne highlighted that Changing Places Funding may be available from SKDC.  The Clerks will carry out research in to this to see if it is available.

 

The toilets have had a deep clean.  The first was less than satisfactory but the contractors returned and this has now been rectified.

 

A request was made to SKDC for costings to maintain the toilets.  The following response has been received:

As regards insurance, the toilet sits within a nine-figure block policy, so trying to break down the rate applied to a small block of toilets is very difficult.  I assume that you would be looking to add these to your own policy.  From my experience in such matters, I suspect that you would not go too far wrong budgeting for something in the region of £400-500 per annum would be about the right ball park. 

 

With regards to any repairs needed to the building, based on other recent cases of Asset Transfers, I think the expectation would be that unless there is something really major, which I do not think to be the case, we would be looking for you to cover these through the Precept.  I would however be happy to come and have a look to discuss further.

 

It was RESOLVED to highlight the issue of the faulty shutter door to SKDC and make an offer to pay to have this replaced if SKDC will keep the toilets open for 5 years.

21.   Omega reports: Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting. Cllr Broughton asked members if there were any comments on the Omega report, and there were none.

22. For members to consider the Christmas Light tender process for 2023 and future years

A lengthy discussion took place regarding where lights should be situated in Market Deeping.  Due to lamppost issues and access to electricity it was RESOLVED that they should cover the area and lamp posts already identified.  The Clerks are to obtain quotes.

23. For members to consider applying for Green Flag status for John Eve Park 

The Clerk had issued members with information on the requirements for Green Flag status which are considerable.  It was RESOLVED that John Eve Park would not be suitable to be considered for Green Flag status.

24.  For members to consider the purchase of Cherry Tree Park

It was RESOLVED that Cllr Broughton would pursue this with SKDC.

25. For members to consider repairs to the playground flooring

It was RESOLVED that the Clerks would obtain quotes for the repair work and that the equipment should be taken out of use in the meantime.

26. For members to consider the purchase of the public toilets

A discussion took place regarding the cost of Market Deeping Town Council taking on the toilets which would be approximately £12,500 p.a.  It was RESOLVED that the public toilets would be accepted as an alternative to their closure.

27. For members to consider and discuss any points raised in the Open Session

There were none.

28. To consider items for inclusion on the agenda for the next meeting of Amenities and Open spaces committee, to be held at Town Hall Chambers on Wednesday 14 September 2022 at 7:00pm.

There being no other business, Cllr Broughton thanked everybody for their attendance and closed the meeting at 7.10 pm.
