Minutes of the meeting of Market Deeping Town Council

Held on Wednesday 11 March 2026 at 7.30pm

At the Town Hall, Market Deeping

The Clerk and the Deputy clerk was in attendance.

 

The Chairman welcomed everyone to the meeting and opened the public session at 7.30pm.  Representatives from the Rotary Club and Deepings Bowls Club were in attendance.

 

The Rotary Club informed that the Deepings £10k and Fun Run has been very popular over the years and the costs of running this event has seen increases every year.  To help continue the event the Rotary Club would be grateful if the Town Council would consider providing a grant of £500.

 

The Chairman thanked the Rotary Club for their attendance and informed that this would be considered later in the meeting.

 

The Market Deeping Bowls Club informed that it had been a very good social event for the elderly for many years.  The club are now having to update the electrics and this is quite costly and therefore as much as the club likes to be self-sufficient, they would be grateful if the Town Council would consider providing a grant of £1250.  The Club also encourages youngster to join at a small membership cost of £15 per year and adults is £60 per year. 

  

The Chairman thanked the Rotary Club for their attendance and informed that this would be considered later in the meeting. 

 

Cllr Baxter as South Kesteven District Council (SKDC) and Lincolnshire County Council reported that housing are currently going through an inspection, Local Government Review is ongoing and a QR code is available for comments to be submitted, food caddies will be distributed shortly and will be collected weekly and SKDC are looking for nominations for the community awards, deadline is 31 March.   £100k has been set aside for community activities across the district. Baston quarry is going ahead, Halfleet and Church Street will soon be resurfaced and the work will be carried out overnight.  Tattershall Drive will also receive some work.   

 

SKDC Councillor Dr Byrd had nothing to report as Cllr Baxter had covered the issues.

 

7.45pm Cllr Wey joined the meeting briefly and departed at 7.50pm

 

It was RESOLVED unanimously to open the meeting at 7.50pm. 

 

172. Chairman’s Welcome and Introductions

The Chairman welcomed members to the meeting.  

 

173. To note apologies and accept valid reason for Absence 

Apologies of absence were received and accepted from Cllr Ms Reed prior to the meeting.

174. Declarations of Interest under the Localism Act 2011 

There were no declarations of interest. 

 

175.  Acceptance of the minutes of a meeting held on 11 February 2026 

Cllr Broughton asked members if they were to accept the minutes of the meeting of 11 February 2026 and it was RESOLVED unanimously to accept the notes of the meetings as a true and accurate record.   The Chairman signed the minutes.

 

176.  Reports: Including reports from Committees: Planning and Highways, Deepings Neighbourhood Plan, Amenities and Open Spaces, Finance and Personnel, Mayor’s diary and the Clerk’s report.

 

Planning & Highways

Cllr Dr Byrd informed an Extraordinary Planning and Highways took place on 17 February to agreed a response to South Kesteven District Council and Peterborough City Council with regards to EIA scoping for two significant development proposals on the edge of Market Deeping to the west (1100 homes) and east (150 homes) of Lincoln Road in the Parish of Deeping Gate.  An acknowledgement of the response had been received from Peterborough City Council and South Kesteven District Council.   

 

The new clock installation has been postponed on the advice of LCC due to the ongoing issue with the borehole in the Town Centre.  As soon as the works are complete a new date for the installation will be confirmed. 

 

Cllr Sked informed that the hedge near Tescos entrance will be trimmed back when the contractors next visit.

 

Deepings Neighbourhood Plan (DNP)

Cllr Dr Byrd informed that the Green Walk is now proceeding.  The Neighbourhood Plan will be revised and a public consultation will be taking place on Saturday 25 April, 2.30pm – 4.30pm.   

 

Amenities and Open Spaces

Cllr Broughton reported that a meeting had taken place earlier this evening and this would be reported at the next meeting.

 

Town Hall and Cemetery

Cllr Hanson reported that the new curtains for the council chamber had been ordered and the colour chosen.  Quotes are being obtained for a new cemetery gate.

Clerk’s Report – 11th March 2026

The transfer from Persimmon is being vigorously chased by Cllr Jones.We have received one easement from Anglian water regarding the balancing pond and are waiting for the other.

 

Cllr Mrs Jones reported that the first easement is complete and she had spoken to Lincolnshire Highways Officer about a delay on the second easement, the officer would follow this up.

The clock manufacturers have carried out an initial site visit and intend to return on 12 March 2026 to install the new one.

L.C.C. have advised that due to the intense work being carried out in the car park the clock installation should be delayed, the clock manufacturer has been informed.

Investigations are being carried out by Lincolnshire County Council with regard to flooding in the Town Centre car park and along the High Street.A road closure will be in place between 8.00pm and 6am on 5/6 March.

 

Work will commence in the Market Place on Friday 13 March.There will be road closures and works are expected to take approximately 2 weeks.There will be a Press Release and updates from L.C.C.

As part of South Kesteven District Council’s “Walking Festival” Cllr Byrd is arranging “The Market Deeping Town and Country Heritage Walk” which will take place on Saturday 18 April at 10am and will cover 5 miles and 3 hours duration.It will start at the Town Hall continue in to the surrounding countryside passing many points of interest, then back to Market Place for refreshments.

Partnership and Service Level agreement with Deeping United FC

A lengthy discussion took place regarding the funding request and it was RESOLVED with 5 against giving money, 4 abstentions and 1 for giving the money therefore it was carried that no funding would be given at this time.

Christmas tree remaining in situ.

It was RESOLVED unanimously that whilst the tree is still looking healthy it will remain in situ.  Cllr Dr Byrd asked if it could be used as an Easter tree and it was RESOLVED unanimously that this was a good idea.

 

178.  Council Finances

a)  For members to receive and accept income and expenditure by cost centre  

Members had received a copy of the Council Finances and Omega report prior to the meeting. Cllr Broughton asked if there were any questions.  There were none.

 

b) For members to review and accept accounts to be paid for March 2026

It was RESOLVED that the council pay its bills for March 2026.  See appendix A. 

 

c) For members to review and accept Council Finances to 28.02.26

Members had no comments and accepted the report. The total income at 28.2.26 was £854,035.

 

d) For members to review and accept the internal auditor’s report for January 2026

Members accepted the report. 

 

179. For members to consider a grant application from Market Deeping Bowls Club 

It was RESOLVED to provide a grant of £625 to Market Deeping Bowls Club. 

 

180. For members to consider a grant application from Deepings Rotary Club 

It was RESOLVED to provide a grant of £500 to the Deepings Rotary Club

 

181.  For members to consider holding a remembrance lamp light of peace event 11.11.26 

It was RESOLVED unanimously to purchase a lamp and flag for the remembrance event on 11 November 2026. 

182. For members to consider a request from Cllr Gamble to join the Planning and Highways Committee 

It was RESOLVED unanimously to accept Cllr Gamble’s request to join the Planning and Highways Committee.

 

183. For members to consider and adopt the following policies:

184. For members to consider arrangements for forthcoming events: Mayor’s Civic Dinner on 27 March 2026 and the Annual Town Meeting on 21 April 2026

Community groups have been invited to attend the Annual Town Meeting (ATM).  Cllr Mrs Jones will be chairing the ATM.

There were none.

 

186. Personnel Matters:  Consideration to go into Closed Session to discuss: Staff Issues

There were no matters to discuss.

 

189. To consider items for inclusion on the agenda for next meeting of the Town Council, to be held at The Town Hall, Market Deeping on 8 April 2026.  

Cllr Guerge asked if it would be possible to have small signs directing members of the public to defibrillators.
